ASCP: Key resources not picked up by constrained plan

We are using OPM and ASCP and we are beginning to test constrained planning.  One problem that comes up immediately is granularity.  Our batches might be planned to cover a span of three weeks to three months, and in that time they will use a constrained resource which will only take a couple of hours for each batch.  ASCP seems to dismiss any resource usage which is only a small portion (1% or less-ish) of the total time on the batch (or planned order) steps.

Does anyone know of a fix for this or a work-around that will enable us to plan our constrained resources?
