Ship to defaulting incorrectly on release lines

We have blanket POs in Oracle set up with 2MET as the ship to address in the heade.  When is process releases against the blankets, the release defaults to 2MET in the header, but on the line it defaults to MET .  Can we fix this so that the lines default to the ship to address from the header?
