How system calculate Suggested Start Date for a Make Item if Lead Time is 'Variable'

Hello,

For one of the make item variable lead time is '0.0013889', for the make item demand is for 9th sep 2013 but system shows the 'suggested start date' on ' 13th Aug 2013'. Usually we see it is of only one week before the suggested start date but now it is been seen near about one month.
