Trouble Joining HZ_GEOGRAPHIES in Taxware TMD2 Environment

Hello,

Sorry for a long post.  We are R12.0.6 environment and we use the Taxware TMD2 content upload file for US Sales and Use taxes (we don't run the Taxware software - just the data import for rates & geographies).

I'm having difficulty determining how eBTax is choosing a city tax jurisdiction for a specific location; I'm hoping someone can explain what I'm missing when trying to join tables.  I think it is easiest to explain if I use an example.

For HZ_LOCATIONS location_id 23502 which is in US zip code 80127 and the "inside city limits flag" is 'Y':

- In HZ_GEO_NAME_REFERENCE_LOG this location_id exists with map_status = 'S' for both usage_codes of 'TAX' and 'GEOGRAPHY'.  The Geography Name Referencing program has run successfully.
