Error applying patch 14477974_PTB

Hi,
Apps 12.1.3

When applying patch 14477974_PTB the PAXPREPR.fmx forms are not created. The English version of the forms in working perfectly.

PTB patch 14477974:R12.PJC.B applied with out errors but one of Forms not compiling after patch.
Pre req patch for this is patch 13974159:R12.GMS.B.  There is only one version of this tiny patch.  US base. None others exist.

Checked file versions in US/Forms and PTB/Forms and they are different.
