How to make the Data Load of Expense Account Rule Form?

Dear All,
We have to load the hundreds of Entries in Expense Account Rule Form, so how to create the Data Load of it. As this is the HTML Based form so which Data load and how to use that Data load. As we have only worked on Java Based Data Loads. Kindly help me out in this issue.
