Secondary Price list value selected over primary price list

One for the gurus: An item in item cost is with zero value. The primary price list picks up that 0 value on the item using All Items in the primary price list. I have a secondary price list set with the same item with value. Now normally items in item master should never have o values, however, this is not the case, so I need to be able to have my secondary price list picking up the value it is assigned over the primary price list with a zero value. Is there a way to do this to read the secondary
