P988662 VS p988661 - How do they differ?

HI there,

Can anyone please explain  (in the simplest possible terms!) the difference between the P988662 (Work with Workflow Delegations) and the P988661(Define Workflow Delegation Lists - Work with Workflow Predefined Lists) applications in Expense Management ? When should you use one application as opposed to the other?

For example, am I correct (or completely wrong) when i say the following:

1. The P988661 provides a constant/permanent delegate approver.
2. The P988662 provides a delegate approver between a certain date period.
