Problem with 10.1.3.5 iAS upgrade

  I am receiving a problem while attempting to upgrade our EBS 12.1.1 instance's iAS to 10.1.3.5.

We are NOT using OCM so I am overwriting the other.jar file from patch 8626084 with the one contained within patch 8920270.  I have verified that my oraInst.loc is set correctly and that I have sourced my environment using the .env file from the $INST_TOP/ora/10.1.3.

The patch seems to run fine until I gets to the "Rub Generic OPatches" configuration assistants, at which point - the patch fails and I get the following error:
