Health Overview privilege

We have a person that we want the ability to monitor the system job status on the health Overview screen. I've granted every role and target privilege to the user. But they still can not see: System Job Backlog (steps), Broken System Jobs, Retrying System Jobs, or Jobs Queued under Job System Status. Any ideas on what privileges are required to see these items?
