Assign AutoAccounting No Function Transactions!

Hi,
I just defined a new operating unit and a project setup responsibility. I setup implementation options, project types, customers and even created a template. But when I go to assign the autoaccounting rules, it says query caused no records to be retrieved, doesn't matter what function I query for (Labor Cost Account, Misc Trans Cost Account etc).

Am I missing something, or is this a bug?
