Compensation Management - Effective Date

Trying to set-up Compensation Management Workbench where employees receive raise on anniversary date.

Is there a way to configure compensation workbench to allow manager or HR to override the Pay Increase Effective date on the "Individual Compensation Review" screen?  The effective date is greyed out, and does not appear to be editable.

Or, can effective dates assigned in workfile build be based on the annivarsary date, instead of the value in the processing options?
