"Change Customer" action not working on Quote Header in R12.1.3 HTML Quoting

No error is thrown.  The system allows the "Change Customer" Action to be selected, and the new customer to be entered.  When saved, the system shows Confirmation "The quote has been updated" messsage, however, the customer does not change.   This appears to be the case for all quotes regardless of quote status (i.e, draft or approved).

I didn't see any MOS notes on this issue.

Any help is much appreciated!
