Setting SSLFIPS_140

 I am trying to set SSLFIPS_140=TRUE for 11gr2 and then test.  I have created and set the value in a fips.ora file.  I have tried to both to put this file in $ORACLE_HOME/ldap/admin and set a FIPS_HOME environment variable, but I am seeing nothing to indicate that it is getting picked up in my trace file.  Am I missing something?
