What version to use on a Windows 2012 x64 and Windows 8 x64 for JDK, WebLogic and Forms/reports serv

I read that there was a bug reports builder x64.
And I read that JDK 7.0 is not compatible with the Oracle home of forms/reports server 11.1.2.1.
So, i wanted to know if a Windows 2012 Standard x64 server :
the 64-bit version (jdk/weblogic/forms&reports) was more efficient than the 32-bit version (jdk/weblogic/forms&reports) ?
Early 2014 we will invest in our windows server. Currently we use forms and reports 10g server.
Why forms/reports 11.1.2.1 is not certified for weblogic 12c which is the latest verion of weblogic?
