CS 9.0 Bundle 30 New Veterans Benefits Components

Has anyone successfully configured, tested and populated all of the Veterans Benefits Reporting pages in Bundle 30? I have security for all of the new components. I have done the config and been able to populate the Veterans Benefit Summary page and after running the Create/Update Term Process can populate the Enrollment Certification page but the process does populate/create pages for the Veterans Payment History or Veterans Tuition Worksheet pages (they just say no matching values).  I receive the message:No Federal fields exist for Emplid ..... Tuition worksheet data can not be created.

I thought the point was that the process created the tuition worksheet? I don't see anything in the PeopleCode that would indicate otherwise so I'm confused about why data is not getting populated for those pages after the app engine runs. But the error is confusing - was I supposed to do something to create "federal fields" before attempting to populate the Tuition Worksheet with data? I don't know what I'm missing. Any advice would be appreciated.
