Oracle Release 12 Program - Inherit Segment Value Attributes returns ORACLE-1407

Program - Inherit Segment Value Attributes is returnuing ORACLE-1407 as one of our segnent is validation type "None". But this program expects all values in combinations should exist in fnd_flex_values. My expectation was that it shpuld not even check fnd_flex_values where validation type is None

Has anybody encountered this issue? If yes, then hat resolution or workaround you had?

I will appreciate your help in this issue which is critical as we are in final test cycle for Release 12 upgrade.
