Tax amount not editable at line / distribution level in Oracle R12

Hi Experts,

In Oracle R12 when the invoices which flow from source module to Payables, the tax data at the line / distribution level is not editable. In 11i it was.

Also in 11i, users were able to add the tax line manually at the distribution level but in R12, users are not able to enter it.

I tried to find any profile option is available for this but could not find onw. Can you please help? This is very urgent.
