Many users recently are reporting stale error when navigating in the payments OAF screens. We are thinking we are hitting the bug: Bug 14081324 : UNEXPECTED ERROR AND STALE DATA WHEN NAVIGATING THROUGH OAF WEB FORMS IN PAYMENT. Please let us know.
