Cycle Count adjustment does not show in Review Transaction history when base Qty is 0

 Cycle Count adjustment does not show in Review Transaction history when base Qty is 0.When the system count is same as the count in the warehouse, the transaction history does not show that.
Only when they differ the transaction history captures the information with transaction group 041 (Cycle Count adjustment).

However, for certain items, the transaction history is showing the Cycle count adjustment even if the system count and warehouse count is same. The Base qty is 0 in transaction history and the On hand qty remain same as the previous on hand qty.
Not sure how that happened.
Could you please confirm if there are certain scenarios for which this is possible.
