po_requisition_distributions table not getting populated at Step 1 of 3 stage

No distribution data is getting inserted in po_req_distributions at Step 1 of 3 stage of creating requisition(see attached) from iProcurement. However the Header and Lines data is already inserted at this stage in po_requisition_header and po_requisition_lines. Please let us know if this is a known functionality and has changed in R12. Any other table/temporary table where the distribution information is getting stored at this stage. I know  that if you hit Next or Save I see the information in po_req_disribution. I want to know when this data is stored before hitiing next or save, like some temporary table.
