Error applying patch 6678700 - Upgrading with staged $APPL_TOP

Hi,
Upgrading from R11.5.10.2

Upgrading from 11.5.10.2 to 12.1.1 following note 734025.1 using a staged apps tier
I've applied the AD patches (7461070, 9179588, 9477207) successfully and applied the preinstall patches with preinstall=y. Now applying patch 6678700 from $AU_TOP/patch/115/driver. 
The patch fails with "You must apply a Release 12 New Products Patch before applying a Release 12 Maintenance Pack".
