security rule works on forms and not on iprocurement while creating a requisition.

A new security rule was created for the blancing segment and is assigned to a procurement responsibiliy.

Using forms, we are able to create a requisition. but when we use iprocurement responsibility, I see the below error when a charge account was selected.

Account generation failed. Contact Purchasing Administrator if necessary. (Value secured: You only have access to use
