Need Help with Position Hierarchy Setup

I am setting up a position  hierarchy for PO in 11.5.10 with the following levels and positions:

Senior  Buyer .North (unlimited)

Senior  Buyer .South (unlimited)

Bid Clerk (10,001)

Buyer.FL (10,000)

Buyer .GA(10,000)

Buyer.SC(10,000)

Buyer.NY (10,000)

Buyer.MA(10,000)

Buyer.PA(10,000)

All PO’s created y buyers in FL, GA, SC should be approved by Senior Buyer.South

All PO’s created y buyers in MA,NY, PA should be approved by Senior Buyer.North

Any PO over $10,000 has to be approved by bid clerk then on to  Senior Buyer.North if from MA, PA, NY  or Senior Buyer. Sout if from FL, GA or SC.
