We can't start both ‘crs’ of the 2 nodes rac simultaneously

 The database  version is 10.2.0.4,  The problem is:We can't start both ‘crs’  of the 2 nodes rac simultaneously, that is when the crs of node 1 starts up , the crs of node 2 can't  start up. The private network is ok.
Pls help us.
