Change Service Provider showing LTL Carriers for shipment having LTL transport mode, its not showing

Hi,

 I need some info, while doing Change Service Provider action in OTM(Shipment Management --> Buy Shipments --> actions -> Shipment Management -> Change Service Provider). For example, the shipment(Direct Plan Shipment) was built using transport mode as LTL, after that using Change Service Provider action i want to change it to Carrier having TL transport mode. But while doing that action its showing only LTL carriers, its not showing TL carriers. why its happening? after planning a shipment to LTL is it possible to change the service provider to TL using this action. I dont want to use Show routing options while building
