Effectivity Date on Site BOM for different revisions.

We are working to implement the 'Site' functionality in PC. We have our common, and site-specific BOMs defined. However, the effectivity date between the two isn't working like I thought it would.

For example, on the common BOM, we have a finished good (FG-1234 revision 1) and a component (C1234 revision 1). The component is on the FG BOM. Both parts have both sites listed in their Sites tab (SiteA, SiteB).

SiteA revises the component (C1234 revision 2). It has an effective date of 9/1/2013.  SiteB still wants to use C1234 revision1 until 12/1/2013. I assumed I would use an SCO and update the BOM for SiteB to show it  using C1234 revision 1 until 12/1/2013, and revision 2 starting after that.
