Do new quotes have to be entered after an amendment to a sourcing event?

if the internal sourcing user creates an amendment and a supplier has their quote in draft form, will the supplier be able to carry over their draft quote to the amendment and then submit? I ask because we have a live event were the suppliers created their draft quote and then internal sourcing user made scoring criteria change and now the suppliers say all that they have in their quote is their DUNS number and nothing else.
