Applying database Security PSU and ORA_NLS10

We typically install the PSU in a separate oracle home and then point the database to it.  I noticed that after the install there is not ORA_NLS10 under the new home; the old home does have it.  It is set to 
ORA_NLS10=<old-home>/nls/data/9idata

Am I supposed to create the ORA_NLS10 in the new  home ?
