Managing Expense Service Billing Contracts - (Accounts Payable)

Hi,

I understand JDE has Contract and Service Billing module on the A/R side (You bill customer for service Contracts). Please suggest how to enable similar functionality of vendor contract and service billing (Expense) which is Accounts Payable.

Can Contract and service billing module also be used for the A/P (expense contracts).
