How to manage stable urls for documents and other blobs

Hi all,

We need to manage stable urls for documents and other blobs that keep themselves unchanged in case of document or blob updates. Really, semantic url  management is necessary for us, but at least constant urls is a must. Is there any possibility with Content Server 7.5 or 7.6?
