Purchase requisition Change requests.

I have a question regarding signing limits on iprocurement which I need help on;

If a user has signing limits of £1m.

There is an approved requisition on the system for £900,000 (£0.9M)   which is attached to a purchase order.

If the requisitioner then initiates a change request for £400,000 on our system he can currently approve the change request because both the 900K and the 400K are below the £1M signing limit.

Do change request signing limits take account of document totals?  I know that on Procurement CPS's the system takes account of cumulative totals is it different for change requests?
