Standby creation from OEM 12c

I have a two node rac database running on 11.2.0.3 and I am trying to add a physical standby database using OEM 12c, the clusterware is already setup in the target host where I am trying to create the standby database.
I used OEM 12c to create the standby and the standby creation failed with following error
