Program - Reporting Attribute Historical disabled in Rel 12.1.3

Hi All,
The concurrent program "Program - Reporting Attribute Historical" has been disabled in Rel. 12.1.3 ... Is there any replacement program for the same? does anyone use this program and is on 12.1.3, what was the work around?
