Message Queue in Siebel

Hi,

Is there any component in Siebel which will do the work of message queue component.

For instance : if siebel sending any update to the external system and for some reason if the interface is down , the update/information is not missed out since the interface is down but queued and later point of time once the the interface is up.. it sends the update..
