Application Deployment Manager Batch Processor does not start (ADM)

Experts,
we have a ADM batch job for our weekly migration its been working well, today our build fail and realize that  Application Deployment Manager Batch Processor component is offline status.
even though we try to shutdown and restart still its  always goes from shutdown state to offline state.

try to increase log level nothing is recording,any expert opinion helps alot

we are in siebel 8.1.9  Fins application.
