Event alert getting created but trigger is not getting created.

 Hi,
I created an event alert and migrated the alert to another instance.
The event alert is getting created in the 2nd instance but trigger is not getting created on the table on which the event trigger has been created. If I make a change to the alert and then save it, then the trigger gets created on the table.

Kindly advise me as to why the trigger is not being created in the first place (using alr.lct).
How to resolve this issue so that trigger gets created on the table as soon as the event alert gets created using FNDLOAD command?
