How to make expenditure item date non-mandatory in Oracle iProcurement for project related requisiti

Please let me know how to achieve the following:
Client's Requirement: While creating a project related requisition in iProcurement , a user will not enter any expenditure item date . A user will only enter Project, task , expenditure type and Organization.
I tried to user OAF Personalization to make the "Expenditure item date" property render = False and Required = NO. However I am facing an error "Imcomplete Project information" the moment I hit the next button in the iprocurement page . I have entered project, task, expendityre type and expenditure org , Expenditure item date left blank .
