Re-configure Apps. Tier to point to different DB Tier

Hi,I do not claim to be an expert on the cloning process, so I was wondering what is the recommended method for pointing the Apps. Tier to a different database? For e.g., if I have an Apps. Tier pointing to a development database and I have a requirement to point the Apps. Tier to a test database instance, what are the steps that I should follow?
