css is not coming up as I need to need to start my ASM

Query 1:

We are trying to bring up ASM on non-rac

Asm is not starting
Asm is dependent on css

Tried to start CSS,It will wait for 600 secs to start CSS At last it failed.

performed these 3 steps
#/etc/init.d init.cssd start

# cd $ORACLE_HOME/bin
# ./localconfig delete

# ./localconfig add

Oracle CSS service would not start as installed ASM cannot be used untill Oracle CSS service is started

--->css is not starting

there might some process as of now i am facing issue with starting up ASM.Please help me.

version 11g R1
