Problems with the CUSTOM_TOP

we are making the task of notes followed CUSTOM TOP ORACLE certified as "Step By Step Guide to Creating a Custom Application in Applications" explain how is the theme, make this application on a user named XXFAH which is a cutomizaciones by user our client which is associated with many database objects and when termianan the steps of the note and validation is performed NOT WORK, but we have also performed the same steps on another user which has nungún NOT associated object, ie here is clean and if executed properly the CUSTOM_TOP.

We have had people OWC oracle to explain the problem but can not give us a solution, they explained that the only difference between these two users is that you own database objects and the other not.
