Employee Address - Disable County Validation

We currently use another HR system as our master HR system, and send daily feeds using the Oracle APIs to load any new employee hires into Oracle HR.  The source HR system doesn't really track County address information.  In Oracle, County information is validated and required.  How do I disable County Validation or how do I check for County for an address when loading into Oracle HR?
