How to make read only responsibiity to view items

We need to come up with read only responsibility for items. How do we do this? we are on 12.1.3 the function 'View Item Information' with  form INV_INVIVSTI is available but gives error saying .fmx not found. I cant see .fmb in back end to compile and generate .fmx.
Please help.
