Question on pre reqs for CPU Jul 2013 patching

Hi,
Apps 11.5.10.2

We are on 11.5.10.2 so need to apply EBS patch 16772118.

However going through the pre-reqs we have 17161889 not applied.

6117031 - 11i.ATG_PF.H RUP6 SSO 10g Integration is a pre req for 17161889

Are we ok to skip 6117031  as we do not use SSO?
