How to stop orders from being entered that are 'out of case pack'?

We receive all of our orders with a UOM of EA, but we only ship complete master packs (UOM=MP).  So for example if we have an item that has a master pack quantity of 4 (UOM MP=4 EA), then an order quantity not in a multiple of 4 would be 'out of case pack'.

So is there a way, without making a custom modification, that would prevent a user from entering an order that is 'out of case pack'; like in my example above, I want an error thrown if the user enters a quantity of 5 EA.

Anyone dealt with this before?
