process writing to trace files

Which oracle process writes to trace files.

The trace files in many databases are not going in diag_dest directory but instead going in /apps/oracle/product/11.2.0.3/rdbms/log

Can I put a trace on the process hwich writes the tracefiles and see why it's writing to other directory instead of diag directory.If yes,how?

There is no permission problem in diag directory
