R12.1.3 Calendar gap in year 2000 leads to problem in creation of new Ledger in R12

The issue originated in 2000 when the calendar was setup incorrectly, missing 29-Feb-2000.
We have one SOB in 11.5.10.2, and use a Month calendar. In the calendar, Feb-2000 is setup as 1-Feb-2000 to 28-Feb-2000. 29-Feb is missing.

Feb-2000 is Permanently closed.

We plan to upgrade to R12 and create additional primary as well as secondary ledgers using the same AFF and calendar.

We have now done a test upgrade to 12.1.3 and this old calendar issue has affected us.

We plan to create a Secondary Ledger. In our TEST R12 (12.1.3) instance we have attempted to create a Secondary Ledger in Accounting Setup Manager.
