Oracle Project Management

Hello Everyone,I have been doing some research on the available functionality of resource managment within the Project Management module and it appears that you can track labor resources down to the individual level but only at the project level.  We are looking for a solution that can track individuals utilization at the organization level and it appears the Project Management module will not do this for us.  Is this correct?  Do you have any recommend solutions?  Has anyone used Oracle Project Resource Management?  Thank you for your help!
