R12.1.3 : Clarification required for patch 10253000

Hi,

We are  planning to apply patch 16745818 and as a pre -req 10253000 is mentioned.
In read me there is one step (2) Pre-requisite patches included with this patch and long patch list.
Does it mean we need to apply them as a pre-req or is it already included in patch 10253000 ?
We are on 12.1.3 and applying brazilian localization patches.
