Unable to create a project with Oracle's Public api PA_PROJECT_PUB.create_project Error: 'You have

while crating project through API i am getting the error  'You have entered a duplicate value.' i am passing the  template name from which i am creating the new project  and task name and task number of the task in that template.I have tried to take totally new task name and sub task name and even the referance task name, but still get the same error.
